The talk will consider whether the rise ofneo-liberal policies and heightened capital mobility has produced catch updevelopment in the south? Whether the rise of the south is really happening and if not what policy and institutional changes are needed to ensure more sustainable outcomes in line with the 2030 development agenda.

Mr. Richard Kozul-Wright is Director of the Globalization and DevelopmentStrategies Division in UNCTAD. He has worked at the United Nations in both NewYork and Geneva. He is currently Director of the Division on Globalization andDevelopment Strategies at the United Nations Conference on Trade andDevelopment (UNCTAD) and is responsible for its flagship publication The Trade and Development Report.He holds a Ph.D in economics from the University of Cambridge UK and haspublished widely on economic issues including, inter alia, in the EconomicJournal, the Cambridge Journal of Economics, The Journal of DevelopmentStudies, and the Oxford Review of Economic Policy. He is the co-author (withPaul Rayment) of TheResistible Rise of Market Fundamentalism andhe has also edited volumes on Transnational Corporations and the GlobalEconomy, Economic Insecurity and Development, Securing Peace, ClimateProtection and Development, and Industrial Policy.
